How to achive this lighting effect?

If you have a look at this lighting effect, could you tell me how I could achive it in CS2?

Looks like a simple Gaussian Blur.

Just paint a big blob of colour over the background, then 'Filters -> Blur - > Gaussian Blur', then play around with the slider bar until you're happy.

The coloured image you linked to is similar, but has an extra layer which contains some motion blur.

I thought it was a regular brush with 90% transparent white color.

Every effect in photoshop or others software can be done by differetn ways. You could use feather tool and make the same effect
