Make a selection with the elliptical Marquee Tool. Right click in circle and select Make Work Path.

Select the brush you wanna use and set the brush presets.
Go to path and click on Stroke path with brush.....

Erickia, Welcome to the Café!

The first thing that comes to mind is to work in Illustrator.
• Create some custom Art Brushes that stretches along a path.
• Then draw your paths and apply your custom art brushes.

Add some more extra effects and layers to complete the look desired.

Illustrator + Photoshop is just more toys in the toy box.

You can use a brush stroke on a path using photoshop alone...
