Extended Exposure look
my sister showed me a picture where the guy took a regular photograph, and made it look like the camera had extended the exposure everywhere except for the pictures focal point.
I have racked my brain in trying to figure out how to do it, but i can't find any filters or anything in cs3 to give me that effect. any suggestions would be awesome

this is quite likely the coolest effect and I can't seem to figure out how to do it.

it didn't say anything about how to feather it. it simply stated that feathering it changes the effect
