    Looks like some kind of a fractal program like Kais fractal designer or something with a bevel attached to it

    You can try making a selection and do Transform with Copy.
    For the 3 D effect, I would try Filter>Render>Lighting Effects with Mountains checked or play around with Layer Styles..
