How to make this pattern in photoshop?

I would really like to learn how to do something like this..I belive I can make the colors and all the shadows..But not to make the "flames"

Is there a tutorial for it or can someone explain..I use Photoshop 7.0

Make a square. Learn to use the pen tool... and make the shape on a new layer above the square. Then make the path to a selection... then choose your square layer and go backspace....

First time I use the pentool..I ahve really hard to make it look like the shap in the picture I showed :/

Or if you want to steer clear of the pen tool, you might get a similar result by doing the blue gradient for your ground (you can sample the colours from the pic if you want them exactly the same), then do a white squiggle with a brush & use the liquify filter to move it around & get the shape right - it won't be exact, but you'll at least get the character of the original. Then it looks like it's got a bevel & pillow emboss. Maybe???
