You know, i'm a bit new but I can still make adanced things. I guess this was my calling. HOWEVER!
With the knowledge that I have I can not for the life of me figure out how to make The circle with the bright light in the middle.
There are tons of examples every where if you need a sample of what I mean.
Any way my guess would be the Elipse Tool and the Lens Flare. If you know what i'm talking about give me a hand will ya? Thanks
