Is this close to what you are looking for, if it is I'll have to remember how I did it.

Make a circular selection on a new layer
Reset colours to B&W
Filter>Render>Clouds
Filter>Distort>Spehrize 100%
Airbrush in your shadow
That's if you want it in the sky in the distance...

I basically did what Phil said to do except I duped the cloud lair and then embossed it I think I then converted and then merged the two layers. I had started by creating an Earth and had used different colors for my clouds which is why I duped the layers you might not have to that in this case. That should get you started and I'll see if I can duplicate it, unfortunately I don't always remember what I did and forget to write down how I do things.
Good luck.

Ok, I wanted to play with this, and got stuck at the very beginning. It says to:
Start by creating a new workspace with 1024x768 resolution and a black background color
My Resolution field only allows for one number... how exactly do I make the workspace this size?
Thanks,
Kit

:D
Use those sizes as your dimensions in pixels. Your dpi should be 72.

ok, how come when I do Difference Clouds, it's not the white/light blue that the original clouds are? It's black and red, ick. I don't see any black/red colour settings.
Ignore that question.. I should have read further in the tut...
