No, the lighting.

those are pretty much natural lightings and flash light..

u can try bumping up the highlights using curve/levels and etc..

layer > adjustment layers > curves / levels

the 2nd photo just looks like an onboard flash that went wrong because of the blown highlightes.

duplicate teh picture layer.. filter > blur > gaussian blur...

layer > layer mask on the duplicate layer, mask away where the person is originally..

Or buy a nice lens. $$$ = Larger Aperture = Smaller depth of field = awesome blur effect.
