Upsizing

Shooting travel/landscape photos for printing in magazines, will I get as sharp an image upsizing in PhotoShop from 6mp to 7mp (magazine's requirement for full page) with a dSLR (ie Nikon D70 or Canon Digital Rebel D300) as I will from a Panasonic Lumix FZ30 shot at 8mp?

I usually haven't had the success in resizing for quality unless I'm using a third party application.

There are fractel programs that'll do it much better than Photoshop.

If I was looking at shooting seriously for mags that had that requirement, I'd go up in equipment rather than resize.
