How convert low resolution image to high resolution?

Hi. Pls help.
Does anyone could help me to bring this texture to high resolution? I’m not well in photoshop. I want to use it in 3ds max.

There really is no way to make a low res image high res. There are programs such as genuine fractals and pxl smartscale that can help a bit, but if its really low res, your best bet is to recreate it.
