Starting out

I've very new to Photoshop and would like to start learning new things.

I want to start with something simple.

How would I make a replica of this image.

Is it by clouds? or what? Thanks alot, and great website!

My first assumption would be layers and layer styles.
Using gradients and blending layers.

Do a simple gradient background
Add a layer
Draw a circular marquee
Fill with subtle gradient
Adjust layer to liking
Add a small stroke if you wish
Repeat.
