i was wondering how to make scan lines fade accross the screen. what i mean is i would like them to start on the left and then kinda blend or fade out as the go to the right of my page. also i would like to know how i could have the stand out more or make the sharper.

To make them fade, add a layer mask to the layer that has your scanlines then select the gradient tool with a linear gradient going from white to black and drag it across the scanlines in the direction that you want them to fade. To make them stand out I suggest picking a color that contrasts with the bg. :)
thanks for the help. but what im trying to do is
i have a website that is white
and i want to make a banner that is orange with white scan lines and i want the white scanlines to fade into the orange. how do i do that. also what i mean by the scanlines standing out is i dont want them to be so thin i want one scanline like every 1/8 of an inch how do i do that.

You make them fade in to the orange exactly like I said above. To make them further apart make a new document say 20X20 pixels (you can play with the size to get the spacing you desire) then draw a 1 pixel line(or fatter if you desire) across the top and a 1 pixel line(or fatter if you desire) across the bottom. Turn off the bg layer, press Ctl/Cmd + A to select all and then select Edit>Define pattern. Next select the fill tool and choose pattern from the fill dropdown menu and click on the drop down for the patterns and look for the one you just created and fill with it. Good luck. :)
