Transform Box.

Can someone tell me what the Circle with Cross Hairs on it in the middle of the Transform box is for and when i sometimes move the transform box this circle comes out of the box is there a purpose for this.Thanks for any help.:(

It's your axis for rotation.

Also, if you place horiz. & vert. guides in the center and move your ruler 0 to the center you can pull the sides to exact dimentions.
