I'm not aware of any sites that are exclusively PS Templates, but THIS SITE (http://www.freelayouts.com/templates/display/templates) has tons of templates and I know that some include the PSD file.

Try buying dreamweaver. I was depending on free templates too, until I found dreamweaver web builder. My website is completly created by me and I feel so proud. But if you really want free templates heres a site I used weeks ago:
