hiding the cutout layers

Here I have an image with the background removed. Now I wish to hide the cutout layer from the picture. And show background layer and choose a filter to blur the background. I cannot produce the picture because the effect is not there yet!

you need to be more specific....??? Cut-outs ???
that could mean lots of things!
show us the image, then possibly...wait...I know we can help!

Click on the little eye to hide a layer

Click on the little eye in the layers palette to hide a layer. If you click it again, the layer will reappear.

Click on a layer in the layers palette to make that layer the recipient of filters.
