They have to be in thw "C:\Windows\Fonts" folder. If they don't show up right away, wait a little for it to register, If they show up in other programs such as Microsfot Word, or WordPerfect or whatever you usem all you need it time, That's how it was for me.

Just download them to your windows font folder. Then browse to them and open the font. And woops there it is in photoshop.

I think this is what the others meant but if you have windows just drag and drop them to the fonts folder in your control panel and then all your programs that can use fonts will have access to them.

Whatever you do, don't "drag and drop" font files into the Windows system font folder.
To do this the correct way open Windows Explorer (Windows key+E), then find your Windows Font folder. When your Font folder is open click on File>Install New Font. In the screen that pops up browse to the place where you put the new font, select it, then click OK.
I found this out the hard way. While you can "drag and drop" fonts into the Windows Font folder, I would not recommend it.

Windows fonts are an integral part of the operating system. Most people don't know how serious Windows takes fonts.
For instance, how many of you know that one corrupt font file can crash your entire system? It can. I've had it happen.
This is the reason why I never recommend drag and drop for system fonts. Like I said, you can drag and drop them, but the correct way -- or, in other words, the "Windows" way -- is to use the File>Install New Font feature in Windows Explorer (that's why they put it there).
This just simply reduces the risk of system errors, conflicts, or crashes.
True Type fonts (http://www.myfonts.com/support/help_formats_win.html#truetype) work with all versions of the Windows operating system. You can install a maximum of approximately 800 TrueType fonts in Windows ME, 98, or 95.
To use Postscript Type 1 fonts (http://www.myfonts.com/support/help_formats_win.html#type1) in Windows Me/98/95 or Windows NT, you need to use Adobe Type Manager (ATM), ATM Deluxe, or ATM Light (http://www.adobe.com/support/downloads/product.jsp?product=15&platform=Windows). You can download Adobe's freely distributable ATM Light for Windows (http://www.adobe.com/support/downloads/product.jsp?product=15&platform=Windows) from Adobe's Web site.
If you are running Windows XP or Windows 2000, you do not need to install ATM since it is part of the operating system already.
