Ok, what is the best forum out there that is free?

I like Invisionboard (http://invisionboard.com) Written by some of the same programmers who originally wrote Ikonboard, but it's PHP based (faster, more stable) and has a lot of features.

XMB is a good one to my knowledge...so is Yabb...But if you like check out PHPBB.com

I prefer phpBB. Many modifications. Easy to modify too.
When I try to install a mod with IPB, I always get php errors.
