i cant see the picture to try and tell you what i think they have done but there are a few ways to outline text try these ways and see if its what you want:
make your text > load the text layer (hold cmd+ left mouse click or on windows ctrl + left mouse click - while clicking the layer the text is on - in the layer pallet to the right of the screen (where all the different layers are)) >make a new layer > then go to select (up the top) > modify > expand > now depending on the size of your image this setting will have to be left up to trial and error so select something like 10 or 20 change it to suit > then click edit (up the top again) > stroke >make this maybe half of what you choose as your expand (so if you choose 10 make it 5) > choose your colour >ok >thats one way
or you could do it with layer styles make your text > click the little f at the bottom right of the layers pallet then click on outer glow and change some settings in there and watch them change on screen
i hope that is what you wanted and i hope i didnt mess anything up if its not working for you its my bad instructions so dont get frustrated just mess around untill you get what you want
